Guided by the deployment of the central government to adjust transport structure and increase railway traffic volume, CHINA RAILWAY will implement the Freight Traffic Volume Increase Action Plan 2018-2020, in a bid to further improve transport capacity, reduce logistic cost, and optimize product supply. It is expected the railway freight traffic volume will hit 4.79 billion tons by 2020, an increase of 30% compared with that of 2017.
Railway transport has the advantages of bigger traffic volume, lower energy consumption, less emission and pollution compared with other transport modes, so it is significant for the railway industry to adjust transport structure and increase the traffic volume to serve better the quality development of national economy and to prevent and control air pollution to make our skies blue again. Right after the Central Economic Working Conference last year, CHINA RAILWAY made the plan to increase the freight traffic volume of 2018, in a view to double the incremental goal of the year, and it is preparing the Freight Traffic Volume Increase Action Plan 2018-2020 based on investigation and demonstration recently. According to the Action Plan, by 2020, the freight volume completed by national railways will reach 4.79 billion tons, a 30% increase compared with that of 2017 and the percentage of bulk cargo will remain over 90% of the total; 75% of the coals across the country, that is 2.81 billion tons, will be hauled by railway, 650 million tons more than that of 2017 and a 15% increase of the output-transport ratio compared with 2017. Total 650 million tons of ores at ports across the country, accounting for 85% of the total landway transport volume, will be delivered by railway, 400 million tons more than that of 2017 and a 50% increase compared with the railway transport percentage in 2017. The container multimodal transport of 2018-2020 will see an annual increase over 30%.
In order to fully implement the Action Plan, CHINA RAILWAY has prepared detailed time table, route map and supporting measures to ensure the targets of increasing the volume and adjusting transport structure will be achieved as scheduled.
The first is to improve transport capacity. On one hand, the transport potential is adequately tapped to provide reliable capacity support for the railway freight transport volume improvement campaign by expanding the capacity of coal transport corridors, focusing on six lines including Datong-Qinhuangdao Railway, Tangshan-Hohhot Railway, Houma-Yueshan Railway, Watang-Rizhao Railway, Nanjing-Xi’an Railway, and Lanzhou-Chongqing Railway and six regions including Shanxi, Shaanxi, Inner Mongolia, Xinjiang, coastal areas and areas along rivers. The operation scope of 10,000 t heavy-haul trains is expanded. More 10,000 t heavy-haul trains will be put in operation on Tangshan-Hohhot Railway and Watang-Rizhao Railway to upgrade the two lines to large-capacity freight corridors with an annual transport volume of 150 million tons and 100 million tons respectively by 2020. After the railway from west Inner Mongolia to central China region is put into operation in 2020, 10,000 t heavy-haul trains will run on it which will become a heavy-haul freight corridor with a large capacity of 100 million tons for coal transport from the north to south. By then, China will have four 10,000 t heavy-haul railway corridors, i.e. Datong-Qinhuangdao Railway, Tangshan-Hohhot Railway, Watang-Rizhao Railway, and Inner Mongolia-Central China Railway. On the other hand, the potential of the existing corridors is exploited. By making full use of new lines such as Lanzhou-Chongqing Railway and Xi’an-Chengdu High-speed Railway that were opened last year and releasing the capacity of corridors to Sichuan and Chongqing such as Baojin-Chengdu Railway and Xi’an-Ankang Railway, the transport capacity can be increased by 20 million tons according to the estimation. By tapping the potential of such railways as Nanjing-Xi’an Railway and Houma-Yueshan Railway, the transport capacity can be increased by 12 million tons according to the estimation. Support of locomotives and rolling stocks is enhanced. In the next three years, China Railway Corporation will enhance the investment and buy high-power locomotives and freight cars to meet the needs of incremental freight transport volume.
The second is to cut down the logistics cost. We positively cooperate with local governments, ports, factories and mines, vigorously gear up construction of dedicated railway lines, avoid intermediary links of logistics, and realize seamless interfacing between all transport modes. At the same time, oriented to market demands, we develop specific railway transport solutions for each port and each enterprise in line with the principle of “one policy for one port/enterprise” and cut down the full-process logistics cost.
The third is to optimize product supply. We further promote the supply-side structural reform of railway transport, optimize the supply of freight transport products, and strive to provide more railway freight products that can meet market demands. Efforts are made to develop medium and long-distance coal transport and agreement-based bulk freight transport and enable more lines to be opened to bulk freight nonstop trains and multimodal nonstop trains. This year, the pooling-agreement-based transport volume that has been determined or for which intention agreements have been reached exceeds 2 billion tons, accounting for 50% of the total railway freight transport volume, 30% higher than that of the last year. We enhance liaison with enterprises, develop customized freight transport products according to transport demands of customers, and back enterprises in transport restructuring. In addition, we strengthen cooperation with ports, shipping and logistics enterprises as well as the national logistics information platform and other agencies, strive for exchange and sharing of multimodal transport information resources, and promote the information-based service of freight transport. Furthermore, in light of the concept of “external collection and internal distribution and environment-friendly multimodal transport”, we make full use of the warehousing capacity of the existing railway freight yards (logistics bases) and dedicated lines, open customized freight trains that connect suburbs of large cities and provide point-to-point service in cities, build a full-process environment-friendly logistics system that serves the material supply of large cities, and improve railway transport supply quality.
In the first half of this year, railways of China have totally transported freights of 1.95 billion tons, with a year-on-year growth of 135 million tons, a growth rate of 7.4%. The freight transport volume improvement campaign fulfilled the goal for the current period.
The person in charge stressed that China Railway Corporation would further deepen the supply-side structural reform of transport, earnestly put into practice the three-year action plan for freight transport volume improvement, consolidate and expand the transport restructuring achievements, serve the high-quality economic development so as to make contributions to the fight against pollution, especially the fight for blue sky.
