Mr. Lu Dongfu, the general manager of CHINA RAILWAY met Kanat Alpysbayev, the president of Kazakhstan Temir Zholy (or KTZ) and the Kazakhstan delegation in the afternoon of May 15. The two sides held talks to enhance the bilateral cooperation in the railway sector and to promote the sound and sustainable development of CHINA RAILWAY Express, after which the minutes for the meeting between China and Kazakhstan railway leadership was signed.
Mr. Lu welcomed the Kazakhstan delegation for visiting CHINA RAILWAY again and expressed his gratitude towards Kazakhstan’s contribution to boost the railway cooperation between the two country and the operation of CHINA RAILWAY Express. Mr. Lu pointed out that thanks to the solicitude and the efforts of the top leaders of both countries, the two sides worked closely in consistence with the “Belt and Road” initiative and Kazakhstan’s new economic policy of the “Bright path” to deepen the bilateral cooperation. The efforts have yielded positive results as a significant rise is achieved in both the traffic volume at the railway ports and the number of CHINA RAILWAY Express operated under the jurisdiction of KTZ. In addition, Mr. Lu Dongfu praised Kazakhstan on “three-on-two” integration at the wide-gauge section of this international freight corridor. He also emphasized that as the main source of freight supply, China represented the primary market of CHINA RAILWAY Express, while Kazakhstan stood as the main corridor. In this sense, the two sides should work closely with each other and set up a good example. Mr. Lu hoped that the two countries further advanced the cooperation under the framework of the Joint Working Group on Transport of China-Europe Container Block Trains and implemented the “seven-country railway agreement”. Therefore, the two sides would be able to resolve the issues that restrain the fast development of CHINA RAILWAY Express, further improve the operation quality and efficiency, and increase the number of cross-border trains operated in Kazakhstan. At the same time, the two counties should build and leverage on the Caspian Sea corridor as well as the China-Kazakhstan-Turkmenistan-Iran corridor, expand the operation sphere of CHINA RAILWAY Express and move faster in building the emergency notification and coordination mechanism for the Express. China and Kazakhstan have also agreed to work to realize the exchange of electronic data on goods transported between the two counties, so as to ensure the information tracking and inquiry throughout the journey and further elevate the service quality.
Mr. Alpysbayev highly praised the deliverables yielded in the railway cooperation between and two counties and he expressed his gratitude towards CHINA RAILWAY for its commitment to the development of Asia-Europe railway corridor and for initiating and facilitating the signing of the “seven-country agreement”. Mr. Alpysbayev was fully confident that under the framework of the “Belt and Road” initiative and the new economic policy of the “Bright Path”, the prospect for cooperation would be promising. He pointed our that the solicitude and the efforts of the top leaders of both countries contributed to even better railway cooperation between the two sides, as a result last year has witnessed a surge in freight volume transported on rails. The Kazakhstan side attaches great importance to its cooperation with China, in particular that for the sound and sustainable development of CHINA RAILWAY Express. By working together, the two sides will be able to actively promote the three-on-two transport at the wide-gauge section, upgrade the organization of container transport from Khorgos to Aten Corey port, and many constantly cuts to the overall transport fee. The goal is to shorten the time consumed in transport, improve the competitiveness on the market and create favorable conditions for the increasing of the number of CHINA RAILWAY Express trains operated under the jurisdiction of KTZ. Mr. Alpysbayev hoped that both sides could identify more areas for cooperation, and actively explore new transport routes and corridors, so as to expand the operation sphere of CHINA RAILWAY Express.
