The Southward Passageway of China-Singapore Interconnection Project is a major passageway responding to the construction of the Belt and Road, connecting the Silk Road Economic Belt in the north and the 21st century maritime Silk Road and Indochina Peninsula in the south. It is an important strategic action of the Western provinces and municipalities such as Chongqing, Guangxi, Guizhou and Gansu to implement the spirit of the 19th CPC National Congress and to build an opening-up pattern of "linkage between land and sea, and mutual aid between the east and the west".
On September 28, 2017, the first Southward Passageway train was departed from Qinzhou Harbor East Station in Guangxi towards Tuanjie Village Station in Chongqing, forming a pair with the train departing on September 25 from Tuanjie Village Station in Chongqing towards Qinzhou Harbor East Station. It marks that the Southward Passageway trains realized the up and down through transportation and officially start their normal operation.
"Point to point" operation mode was adopted for the Southward Passageway trains, without any halfway unmarshalling operation, thus effectively improving the logistics transportation efficiency exporting from the western region. In addition to lower time cost, the Southward Passageway trains also have the advantage of lower transportation price. Under the coordinated guidance of China Railway and the National Development and Reform Commission, China Railway Nanning Group Co., Ltd. reduced the railway freight transport price in Guangxi coastal area, and reduced 30% of the container transport rate along the Southward Passageway, which means that RMB 2,000 can be saved for each Twenty-foot Equivalent Unit.
Since the operation of the Southward Passageway trains, Guangxi Coastal Railway Company carried out special monitoring and managing of the trains to control the transport time in goods supply, loading and unloading, operation and other links, so as to reduce the whole transport time. They actively listened to the demands of the enterprises and suggestions from all parties, constantly optimized the transport organization and operation plan, organized the source of goods jointly with the ports and logistics enterprises, optimized the organic connection between the trains and the shipping liners, so as to improve the transportation efficiency and enhance the brand influence of the Southward Passageway.
"Compared with the way of river-sea through traffic through the shipping channel of the Yangtze River, the southward corridor has shortened by 950km of transport distance as well as 12 days of transport time. The transit clearance time is reduced from 4 hours to 1 hour; the port operation rate is deducted by 50% and the transit clearance cost is decreased by 80%. It significantly saves the logistics cost and time cost." said Liu Bo, the Business Operation Manager of Southward Corridor (Qingzhou) Logistics Development Co., Ltd..
Over the past one year, promoted by CR Nanning Group Co., Ltd., with the joint efforts of all parties, the operation scale of the southward corridor trains has been expanded. The number of provinces and municipalities participating in the transportation along the line increased from 4 to 10; the number of operation lines developed from 1 arriving station and 1 line to 6 arriving stations and 6 lines; it maintained the trade and logistics exchanges with 82 ports in 45 countries and regions; the categories of the trading goods were increased to 41 different categories including milk powder, coconut milk and wine from initial few types including ceramic materials and slab materials.
To effectively solve the transportation problems of increasing number of operating trains and inadequate infrastructure and equipment, CR Nanning Group Co., Ltd. actively participated in the construction of the southward corridor, conducted scientific planning and arrangement and improved the equipment and facilities. CR Nanning Group Co., Ltd. cooperated with the local government to accelerate the construction of Qingzhou Harbor East Railway Station Capacity Expansion Project, strengthened the transport capacity of the corridor, thus meeting the demands of international land and sea trade development. The Phase I Project of Qingzhou Harbor East Railway Station Freight Yard Expansion was completed and put into operation at the end of July, 2017, providing the handling capacity of 3 southward corridor trains per day; the Phase II Project was started from July 16 this year, and Guangxi international logistics transportation corridor will be furtherly expanded after the completion.
By September 28, an accumulative total number of southward corridor trains have reached 688, dispatching 35,060 standard containers. Among which, 359 trains in total have been operated from Beibu Gulf Port to Chongqing, basically realizing the normal operation of 8 or9 two-way trains every week; 329 trains in total have been operated from Beibu Gulf Port to Chengdu, Kunming, Guiyang, Lanzhou and Yibin, with 5 Chengdu-Kunming trains being operated every week. As for the shipping liners, by the end of August, 360 Beibu Gulf Port – Hong Kong liners in total had been operated, transporting 51,903 containers, and realizing daily two-way transport; 148 Beibu Gulf Port – Singapore liners have been operated, transporting 4,398 containers, with 3 liners being operated every week in both up and down directions, thus effectively promoting the international economic and trade exchanges.
According to some information, Guangxi plans to invest RMB 338.2 billion in promoting the infrastructure construction of the southward corridor in 2018, involving 52 key infrastructure construction projects of 8 types including railway, highway, port, airport, multimodal transport base, inland dry port and other logistics infrastructure. Currently, the construction of Phase I Qingzhou Port East Channel Expansion Project, the 200,000 DWT container wharf and supporting channel in Qingzhou and the 300,000 DWT wharf in Fangchenggang has made substantial progress; the construction of key projects and industrial parks such as Qingzhou Port East Railway Station Container Freight Station and China-Singapore Nanning International Logistics Park and the construction of the inland dry port system of Beibu Gulf Port have also been accelerated.
